Instructions
In a large skillet over medium heat, cook the beef stew meat, onion, carrots, celery and garlic in oil until the beef is browned.
Add the broth, tomato sauce and oregano; bring to a boil.
Reduce heat and simmer for 30 minutes.
Stir in the pepper.
Gradually stir in the flour until smooth; simmer for 5 minutes longer.
