Preheat your grill to medium-high heat.
In a small bowl, combine the olive oil, garlic powder, onion powder and black pepper. Rub the mixture evenly over the tri tip steak.
Place the tri tip on the grill and cook for 6 to 8 minutes per side until it reaches your desired level of doneness (medium rare to well done).
Remove from the grill and let rest for 5 minutes before slicing into thin strips.
In a small saucepan, combine the apple juice, red wine vinegar, honey and smoked paprika and bring to a simmer. Simmer for 2 to 3 minutes until slightly thickened. Serve over grilled tri tip slices.
